The 8(a) Program allows any federal agency to award sole source contracts to the SBA on behalf of Professional Stewards Services. Additionally, authority set forth in section 825 of the 2015 NDAA allow sole source awards to Women-Owned and Economically Disadvantaged Woman-Owned Small Businesses (WOSB/EDWOSB). Contracts awards for both 8(a) and WOSB are limited to $4M. You can initiate a contract with a simple high level SOW and alleviate 60-90 days of acquisition time. Contracting officers may set aside solicitations to allow only EDWOSBs or WOSBs to compete for a contract.
